Regulations on Tuition Fees for Iranian and International Students


 

Section 1: General principles of the system of tuition fee payment

 

This financial regulation has been designed to codify the amount of tuition paid by Iranian and international students and has become imperative with the approval of the board of trustees of the university.

The amount of fee for first-year students in every academic semester in each year is determined based on the announcement of the Ministry of Health and Medical Education or National Organization of Educational Testing for students with at least 12 credits (equivalent to an academic semester). If not announced by the ministry, the fees will be determined by the board of trustees of the university with a 10% annual increase.

Note 1: The tuition fee of students of previous years are updated and calculated based on the latest circular of the Ministry of Health and Medical Education.

Note 2: The university is allowed to calculate the fee of international students in the form of international foreign currency based on the rate announced by Iran central bank without an annual 10% increase based on acceptance year and receive a locked fee until the end of the academic course in order to facilitate the attraction of international students based on the permissions of the ministry of health formerly accepted by the university, if desired by international students (non-Iranian).

Note 3: The semester fee of guest students, dropouts and expelled students who pass less than 12 credits is calculated, as shown below:

1. Students’ tuition fee is divided into two sections, including fixed-rate and variable-rate, estimated as follows:

A) Fixed-rate Tuition Fee:

The fixed-rate tuition fee is a part of the education fee determined based on the approvals of the board of trustees or is 20% of the approved annual fee.

1.1. The number of credits in an academic semester is not considered in determining the fixed-rate tuition fee.

1.2. The fixed-rate tuition fee during the academic years of a student is updated and estimated based on the latest directive of the board of trustees.

B) Variable-rate Tuition Fee:

The variable-rate tuition fee is calculated based on the pattern below and according to the number of credits (theoretical and practical) in each level and field of study based on the final cost of course educational services and is issued for implementation in one year with the approval of the .

university board of directors. The variable-rate fee is calculated based on the approvals of the board of trustees and according to the variable-rate fee estimation pattern (fee of each theoretical credit is 3.5% of the total fee, and the fee of practical, internship and apprenticeship credits is 5.5% of the total fee).

1.3. Emergency credit drop, single-credit drop, and drop of course documented to the confirmation of medical certificate and similar licenses are subject to fee payment and amounts paid will not be refundable.

1.4. Issuance of certificate of graduation of students will be subject to the full tuition fee payment and full financial settlement of the student.

Section 2: Tuition Fees for Students with Special Conditions

2.1. Educational Leave Fee

Education leave applicants (medical and non-medical leave) are subject to the payment of 100% of the fixed-rate fee for each academic semester if approved by the deputy of education of the university.

2.2. Students on the waiting list or forced to leave due to specific conditions and limitations of the university which cannot be controlled by the students are not subject to fee payment for the course based on the suggestion of the deputy of education and approval of the board of directors of the university. In case of payment of the course by students on the waiting list, the fee will be deposited to students’ credit account.

2.3. Education Fee for Withdrawal from University

2.3.1. Withdrawal from University is related to those who are recognized as university students after being accepted in the entrance exams and being introduced by the competent authorities, completing their registration in the university and after passing the administrative stages. Evidently, those who have not completed their registration are not subject to this payment.

2.3.2. In all academic levels, only the fixed-rate tuition fee of an academic semester is received for those who withdraw from the university before the first academic semester and holding of classes.

2.3.3. After the First Academic Semester

Students who want to withdraw from the university after the first academic semester and credit selection must pay the fixed-rate fee of the whole academic year in addition to the fixed-rate and variable-rate tuition fees of the semester based on the rate of year of withdrawal as the costs caused by withdrawal and revocation of acceptance capacity.

- Note 4: a dropout who wants to return to education is not subject to fee payment if the permission for return to education is received before the end of the academic semester at the time of withdrawal and the fee received will be deposited to students’ credit account.

2.4. Educational Fee of Expelled Students

In addition to the educational fee of the academic semester, expelled students (due to disciplinary or educational reasons) must pay the fixed-rate tuition fee for the whole course as the costs of expelling and revocation of acceptance capacity.

- Note 5: The fee received for expelling of students will be deposited to their credit accounts if they receive permission to return to education before the end of the academic semester.

2.5. Educational Fee for Waiting List

Students on the waiting list after lack of being accepted in periodic exams (e.g., comprehensive basic science exam for specialized [general] PhD) are subject to payment of the entire course fee.

2.6. Educational Fee for Suspended Students 

Suspended students (educational or disciplinary) are subject to payment of the entire course fee.

2.7. Educational Fee for Adapted Credits

The fee of adapted credits is 50% of the variable-rate fee of the same credit based on the price list of fees in each academic year and is recorded in students’ permanent record without applying a fixed-rate fee.

Section 3: Summer Semester Educational Fee

 

3.1. A fixed-rate fee is not received for the summer semester and a variable-rate fee is obtained as usual and based on the rate of the academic year.

Section 4: Educational Fee for Independent Study

In case of selecting independent study for a single credit (except for dissertation) and no other credits to pass, half of the educational fee of the credit is obtained.

Section 5: Educational Fee of Exchange Students

The educational fee of exchange students is defined in two forms after registration on the ministry exchange website, approval of their request by two universities (origin and destination), and passing administrative stages based on the campus and origin and destination universities:

5.1. Exchange students coming to the campus (origin university=other universities of the country and destination university=self-regulating campus, Kermanshah University of Medical Sciences)

All campus student conditions will apply to exchange students as well.

5.2. Exchange students leaving the campus (origin university=self-regulating campus, Kermanshah University of Medical Sciences, and destination university=other universities of the country)

Exchange applicants for other universities are subject to payment of the entire fee of the academic semester in case of approval.

Section 6: Educational Fee of Guest Students

Similar to exchange students, the educational fee of guest students is defined in two forms after registration on the ministry exchange website, approval of their request by two universities (origin and destination), and passing administrative stages based on the campus and origin and destination universities:

6.1. Guest students coming to the campus (origin university=other universities of the country and destination university=self-regulating campus, Kermanshah University of Medical Sciences)

The variable-rate fee must be paid in case of selecting a single credit (except for dissertation) and the fixed-rate fee is not received. In case of being a guest for one semester, both variable-rate and fixed-rate fees must be paid. The fee estimation criterion is the amounts determined for the latest freshmen.

6.2. Guest students leaving the campus (origin university=self-regulating campus, Kermanshah University of Medical Sciences, and destination university=other universities of the country)

A fixed-rate fee is received based on the amounts determined for the same freshmen. The variable-fixed fee is only paid to the destination university.

Section 7: Educational Fee Discount for Top Students

A) Top Students

7.1. A GPA of 18.5 or higher (total score=20) is the main condition for selecting top students in an academic semester.

Note 6: Educational fee discount of international students (non-Iranian) involves a separate style sheet.

Note 7: If a student is subject to two types of discounts at the same time, the discount with a higher amount is applied.

7.2.: Specialized (General) PhD

7.2.1. Top Students in Each Field of Study in Each Academic Semester:

After extracting the final results of each semester and ranking the students' grades by schools, the first, second and third-rank students in each field of study are determined. These students are subject to 100%, 75%, and 50% fixed-rate tuition fee discounts in the next academic semester.

7.2.2. Top Students of Comprehensive Tests

Preparation Area for Students across the Country:

The first-third ranks of 2.5% top macro tests of the preparation area 3 announced by the national organization of educational testing in each field of study will benefit from an educational fee discount for the next semester according to the items below.

The first, second, and third ranks of the region’s macro test are subject to 100%, 75%, and 50% discount on the entire educational fee in the next two academic semesters.

7.3. Top MSc Students:

After extracting the final results of each semester and ranking the MSc students' GPAs by the schools, the first ranks of each field of study are subject to a 100% educational fee discount for the next academic semester.

7.4. Students who pass less than 12 credits are not considered in students’ ranking and extraction of top rates in each educational semester. 

7.5. In case of gaining top cultural ranks in the country, educational discounts will be determined based on the suggestion of the self-regulating campus and with the approval of the board of directors of the university.

B) Tuition Facilities upon Entry of Students in the Self-regulating Campus

If students willing to study at the campus are among the top ranks of the nationwide university entrance exam, fee discounts are applied based on the following criteria:

7.6. Single and two-digit ranks of the nationwide university exam are subject to a 100% educational fee discount for the entire educational course if selecting a field of study on the campus.

Section 8: Educational Fee Discount for Children of Personnel of Kermanshah University of Medical Sciences

8.1. The personnel of Kermanshah University of Medical Sciences is those recruited by the university as contractual and permanent personnel based on the Article 3 of administrative and recruitment regulations for non-faculty staff and Article 11 for recruitment of faculty members.

8.2. If students are recruited by the university or are children of university personnel, they are subject to 100% fixed-rate fee discount for whole educational course in case of obtaining a minimum grade of 15 in each academic semester (a minimum of 12 credits), whether they are accepted in Kermanshah University or are exchange students studying in the university.

The regulation encompasses eight sections and seven notes.
